TRAFFIC DEPT.:
A very bad backup on Northbound Washington trying to get through the Central intersection. What are all these traffic cones doing blocking the left turn lane? (See photo) Some guy was turning left and couldn't do so because of the dozens of cars coming through on Southbound Washington. He held up the whole line of 20 cars behind him trying to get through the intersection. It took me 6 minutes just to get to where I snapped the photo. What happened to the traffic light being switched to "on demand"?

Are left turns permitted or not? If not then put up signs saying "NO LEFT TURN". If they are permitted then get rid of those cones so left-turners can use the left turn lane and stop blocking everyone else going through. Yes, this is yet another nightmare courtesy of the ART fiasco.
